THE UNITED STATES AND JAPAN: CHALLENGES AND OPPORTUNITIES UNDER TWO DEMOCRATIC PARTIES Thursday, 01-Jul-2010 12:00 PM - 02:00 PM The Chicago Council on Global Affairs, The Japanese America Society of Chicago Glen S. The Japanese voters in August 2009 elected into office the DPJ (Democratic Party of Japan) as the first truly non-LDP (Liberal Democratic Party) government in 54 years. Some Americans fear that this could signal a shift away from the traditional LDP focus on U.S.-Japan relations, whereas other Americans welcome it as evidence that democracy has finally manifested itself in postwar Japan with the emergence of a two-party political system. Which view is correct, and what are the implications for U.S.-Japan relations? Come hear the views of Glen S. Fukushima, former USTR senior official, former President of the American Chamber of Commerce in Japan, and long-time observer of U.S.-Japan relations who has been based in Tokyo since 1990.

Glen S. Fukushima was appointed Senior Vice President, Airbus SAS and President and Chief Executive Officer, Airbus Japan K.K., in February 2005. In this position, he is responsible for all Airbus activities in Japan and chairs the Board of Directors of Airbus Japan K.K. Before joining Airbus in 2005, Mr. Fukushima served as president of the Japan operations of NCR Corporation, Cadence Design Systems, Inc., and Arthur D. Little, Inc. Until 1998, he was Vice President of the Japan operations of AT&T Corporation. Before embarking on his business career in 1990, he was based in Washington, D.C. as Director for Japanese Affairs (1985-1988) and Deputy Assistant United States Trade Representative for Japan and China (1988-1990) at the Office of the United States Trade Representative (USTR), Executive Office of the President. In 1993 he was offered, but declined, an offer to be the Assistant Secretary of Commerce for International Economic Policy in the Clinton Administration. He began his career as an attorney at a prominent Los Angeles law firm. A native of California, Mr. Fukushima was educated at Deep Springs College, Stanford University, Harvard University Graduate School of Arts and Sciences, Harvard Business School, and Harvard Law School. He has studied and worked in Japan for over 25 years, including at Keio University, a daily newspaper, an international law firm, and as a Fulbright Fellow and a Japan Foundation Fellow at the Faculty of Law, University of Tokyo.
